Color Statement is a bold lip liner pencil with a matte finish, so it's perfect for blending or beautiful on its own. Start with moisturized lips. To pair with a lipstick, use Color Statement matte lip liner around the outer edge of lips and then apply lipstick to fill in. To use on its own, trace this lip pencil around the outline of your lips, then fill in towards the center. Add gloss on top if a shiny finish is desired.
